Philip Bilney is the founder and chief executive of Hong Kong-based Rare Earth Insurance Partners, a marine and speciality lines intermediary providing a cloud-enabled inward and outbound reinsurance broking service connecting Greater China with international markets.
With over 40 years of global insurance industry experience, Bilney has worked in marine insurance and related areas since 1981, when he started as a hull and cargo broker at Lloyd’s. He relocated to Singapore in November 1990 to establish the Asia Pacific marine underwriting operations of Sun Alliance Insurance (now RSA Group) as regional marine manager, before transferring to Hong Kong in December 1993 to take up the post of assistant group manager.
In April 1997, he invested in a small hull and P&I broker in Hong Kong and over the following 20 years transformed it into a multinational enterprise, FP Marine Risks. It was the first Asian broker in any class to be granted Lloyd’s broker status, and at its height employed over 120 people in six offices around the world. Bilney sold his stake in 2016 with a vision to create a new model for specialty insurance and reinsurance broking in Asia, establishing Rare Earth Insurance Partners in 2017.
Drawing on his wide-ranging experience and deep understanding in the fields of marine, logistics, specialty lines, M&A, reinsurance and insurtech, Bilney also holds equity interests and board roles across a range of companies in Asia Pacific, Europe and the U.S.
With a good instinct for the practical application of business ideas, Bilney engages with new and growing SME businesses in the insurance sector, supporting their creation and development, particularly where those businesses can benefit from the implementation of pragmatic and effective technology solutions. Additionally, he is very active in pursuing and advising on M&A opportunities, principally in the Asia Pacific region.
Bilney is a regular speaker and writer on a range of subjects relating to insurance and reinsurance, particularly as they concern the marine and logistics sectors, the effective adoption of technology and China’s internationalization. He also frequently undertakes consultation and expert witness work in the field of marine insurance.
